Brevard Soil and Water Conservation District Minutes

The Brevard Soil and Water Conservation District met in regular session on Wednesday, November 13, 2019, at 4:00 p.m., in the 4-H Conference Room, UF/IFAS Extension Brevard County, 3695 Lake Dr, Cocoa, Florida.

The meeting was called to order by the Chair, Bud Crisafulli, at 4:01 p.m.

Board members present were: Bud Crisafulli; Henry Minneboo; Jonathan Schuman; and James Sloan.

Non-voting observers: Virginia Barker, Walker Dawson.

Staff members present were: Mike Engelgau; Chuck O’Rourke; and Joe Walter.

Approval of September 18, 2019, Minutes

Motion by Henry, seconded by Jim, to approve the minutes of September 18, 2019. The vote passed unanimously.

Approval of Treasurer’s Report for the Period of September 18, 2019 – October 15, 2019

Motion by Henry, seconded by Jim, to approve Treasurer’s report as presented. The vote passed unanimously.

Old Business

The Board reviewed the Oct. 16, 2019 news release by Governor Ron DeSantis announcing legislation to expedite water quality improvements.

Update provided by Joe Walter and Chuck O’Rourke on the Deer Park Soil Sampling Plan. Highlighting the objectives of the project as well as historical data in house that goes back 30+ years.

Bud motioned for the Brevard Soil and Water Conservation District to pay for the soil testing at the UF/IFAS lab involved with the study. Johnathon seconded. Jim requested the motion be amended to include that any further testing or costs be funded separately. The vote was subsequently amended and passed unanimously.

New Business

The Board was briefed by Virginia Baker and Walker Dawson of the Natural Resources Department, Brevard County on the Grand Canal Muck Dredging project. Topics discussed include the chemical analysis of the muck removed and the process of dewatering it. Virginia addressed a concern of the Board by stating that the muck has less phosphates than biosolids. Walker discussed the scope of the project highlighting such details as 479 yd3 of dredge material will be applied to 205 acres east of the berm east of the St. Johns River.

Mike pointed everyone’s attention to a flyer of a Sunshine Law Workshop presented by the League of Women Voters of the Space Coast (LWVSC). Johnathon motioned to reimburse anyone attending the class. Jim Seconded. The vote passed unanimously.

Upon consensus of the Board, the meeting was adjourned at 5:05 p.m.
