Business Meeting Minutes
The Brevard Soil and Water Conservation District met in regular public session on Wednesday, September 14, 2022, at 4:00 p.m., in the conference room of the UF/IFAS Extension Brevard Co., at 3695 Lake Drive, Cocoa, FL.
Chairman Bud Crisafulli noted there was a quorum and called the meeting to order at 4:00 p.m.

Guest Presentations.
Fran Fleckinger and Angela Mack presented the differences in lease years between the St. Johns River Water Management District (2028) and the Brevard Soil & Water Conservation District (2026). They requested the BSWCD consider amending the date of their lease agreement to 2028. Motion was made by Jonathan Schuman and seconded by Adam Tritt to update the date. They will provide information to Chelsea to help get the agreement made with SJRWMD. Angela and Fran also stated they need to work with Derrick Wyle on control burn issues. Control burn hasn’t been able to be performed on the property.
Review and Approval of the Current Treasurer’s Report.
The board treasurer, Jonathan Schuman, provided the treasurer’s report for the previous month. The balance was $49,000.38.
The motion by Adam Tritt to approve the Treasurer’s Report was seconded by Chelsea Partridge. The motion passed without amendment by unanimous vote of the supervisors present. A file copy has been provided by email to Mike Engelgau for upload to the BSWCD website.
Review and Approval of Minutes for the prior Board of Supervisors meeting.
The board secretary, James Sloan, presented the business meeting minutes for the previous public business meeting held on Wednesday, July 13, 2022. Chairman Crisafulli accepted the minutes as presented. A file copy has been provided by email to Mike Engelgau for upload to the BSWCD website. The motion by Chelsea Partridge to approve the Secretary’s Report was seconded by Jonathan Schuman. The motion passed without amendment by unanimous vote of the supervisors present.
The previous secretary, Jim Sloan, resigned from his position, leaving the secretary position vacant. A motion was made by Adam Tritt to elect Chelsea Partridge to the secretary position until the end of her term in 2022. It was seconded by Jonathan Schuman. The motion passed without amendment by unanimous vote of the supervisors present.
Staff Update
Mike Engelgau stated that he was performing soil sampling with Joe Walter at Kempfer’s Ranch. He also reminded the group that he would be retiring on Halloween.
USDA NRCS Cocoa Service Office District Conservationist Report
The new District Conservationist, Derrick Wyle, introduced himself to the BSWCD supervisors and visitors present. He gave an update on the EQIP program and that sign ups are due to him on September 30th.
Derrick announced the next series of USDA NRCS and Soil and Water Conservation District annual working group meetings are occurring and that the meeting for Brevard would occur on October 12th at 5PM. Chelsea Partridge agreed to make a flyer and social media announcements for the event, and sent out last year’s email list to Derrick and the supervisors to contact potential attendees. The motion by Jonathan Schuman to approve $300 for meals for the meeting was seconded by Adam Tritt. The motion passed without amendment by unanimous vote of the supervisors present.

New BSWCD Meeting Business
Chelsea Partridge presented the board with the opportunity to participate in Indian River Lagoon Day at Front Street Park in Melbourne. The event in November 5th and the deadline to sign up is October 7th. Chelsea Partridge presented a motion that was seconded by Adam Tritt to approve up to $1500 to purchase rain gages for this event and other public events. The motion passed.
The Right to Clean Water Amendment presented to the board at the last meeting was discussed however no motion was made.
With consensus of the Board, the Chairman then adjourned the meeting at 5:00 PM.
